Being the successful bidder and subsequent execution of the Purchase Agreement (attached) gives the individual/business the opportunity to apply for a Retail Liquor Store Permit that may be used solely within the City of Saskatoon. A Retail Liquor Store Permit authorizes a qualifying business to sell beer, wine and spirits in closed containers for off-site consumption. The Permit cannot be transferred to a different community.


The successful bidder must meet all Saskatchewan Liquor and Gaming Authority (SLGA) regulatory requirements to hold a retail store permit, including good character.


The auction for this permit begins February 7 and closes at 2:00 pm on February 16, 2023. However, should a bid be received just prior to close time, bidding will be extended by 10 minutes from the last bid registered and will continue as long as there is bidding taking place. The item will close once there has been a 10-minute dormant period of no bidding.


A $5,000 (Canadian) deposit with McDougall Auctioneers Ltd. is required in order to participate in the bidding process. The $5,000 deposit is refunded to all bidders at the conclusion of the auction except to the winning bidder. The winning bidder's $5,000 deposit is automatically applied to the sale price and will not be refunded should that bidder default at a later stage of the payment process.


Within three business days of the close of the auction, the highest bidder will be contacted by the seller and be required to:


1) Execute the Purchase Agreement, attached.

2) Pay the $750 (plus GST) Bidder's premium (payable to McDougall Auctioneers Ltd.).


The successful bidder is to be the applicant for the permit. Bidders are cautioned that the structure and ownership of the successful bidder should be in place when submitting a bid. All bidders are advised that only minimal changes in the ownership structure prior to issuance of the permit may be allowed under SLGA regulatory requirements and only at the discretion of SLGA


Payment of the winning bid (payable to SLGA Retail Inc.) is as follows:


-The $5,000 non-refundable deposit is automatically applied to the purchase price at the conclusion of the auction;

-Within 30 days after the conclusion of the auction, 25% of the total bid amount must be paid;

-Within 12 months after the conclusion of the auction, an additional 50% of the total bid amount must be paid; and

-At the earlier of 18 months from the conclusion of the auction, or the issuance of the new Retail Store Permit, the remaining 25% of the total bid must be paid. Note: the bid amount must be fully paid and the permit issued prior to the opening of the bidder's retail liquor store.


If an applicant fails to meet the good character requirements during the permitting process, the bid amount paid to date will be refunded. The $750 bidder's premium is non-refundable.


Bidders are advised that:


1.The permit that is subject to this bid process relates to a retail liquor store that is subject to an order of the Saskatchewan Labour Relations Board certifying the Saskatchewan Government Employees Union as the bargaining agent for an all-employee bargaining unit of employees employed by the SLGA, including all SLGA retail liquor stores (the ''Certification Order'')

2.All bidders should review matters and consult with legal counsel prior to bidding as no representations or warranties are provided relating to the permit and, in particular, any obligations or requirements that may arise in relation to the Certification Order pursuant to The Saskatchewan Employment Act or otherwise. 

3.SLGA may offer the opportunity to the second highest bidder, in its discretion, if the successful bidder does not proceed.


In order to obtain a retail store permit, there is a $525 permit application fee and $525 annual permit fee. A bidder who is awarded the right to apply for the Retail Liquor Store Permit will be required to make application to SLGA (Liquor Licensing Branch) and meet all the terms, conditions and requirements of SLGA to be issued a Retail Liquor Store Permit. The successful bidder who qualifies for a Retail Liquor Store Permit must open the retail store within 18 months of the auction closing date.


Retail liquor stores operating in Saskatoon must operate as a standalone store (freestanding or store-within-a-store configuration). Retail Liquor Store Permit holders must meet all applicable zoning bylaws of the City of Saskatoon.
